In a landmark decision reflecting the rapid growth of women’s football, FIFA has unanimously approved the expansion of the Women’s World Cup from 32 to 48 teams, starting with the 2031 edition. This move aligns the women’s tournament with the men’s World Cup format, which will feature 48 teams beginning in 2026 .

A Milestone in Women’s Football

The expansion was ratified during a virtual FIFA Council meeting, with President Gianni Infantino emphasizing the organization’s commitment to fostering global development in women’s football. “This is not just about having 16 more teams playing in the FIFA Women’s World Cup but taking the next steps in relation to the women’s game in general by ensuring that more FIFA Member Associations have the chance to benefit from the tournament,” Infantino stated .

The 2031 tournament is expected to be hosted by the United States, marking its third time as host after 1999 and 2003. The U.S. bid was the only one submitted, and final approval is anticipated in 2026 .

New Format and Increased Matches

The expanded tournament will feature 12 groups of four teams, increasing the total number of matches from 64 to 104 and extending the event by one week. This structure mirrors the men’s World Cup format and aims to provide more opportunities for nations to participate and develop their women’s football programs .

The 2023 Women’s World Cup in Australia and New Zealand was the first to feature 32 teams, up from 24 in 2019. The success of the expanded format demonstrated the growing competitiveness and global interest in women’s football, paving the way for further expansion .

Addressing Global Challenges

Beyond the expansion, FIFA also approved measures to support women’s football in challenging environments. Notably, the organization endorsed the inclusion of a refugee team composed of Afghan women players, following the Taliban’s ban on women’s sports in Afghanistan. This initiative aims to provide opportunities for Afghan women to compete internationally and maintain their connection to the sport .

FIFA’s broader strategy includes diplomatic engagement with the Taliban-led government and enhanced support for Afghan female players living abroad. While the refugee team does not receive official recognition or ranking status, it represents a significant step toward inclusivity and support for women in oppressive contexts .

The 2027 Women’s World Cup is set to be hosted by Brazil, maintaining the 32-team format. The 2031 edition will introduce the 48-team structure, with the United Kingdom expected to host the 2035 tournament
